IGP moves SC against NIC
KATHMANDU: Inspector General of Police (IGP) Kuber Singh Rana today moved the Supreme Court challenging a possible action against him from the National Information Commission in a right to information dispute.The top cop today filed a writ petition challenging the NIC decision that held him responsible for refusing information relating to the promotion of five Senior Superintendents of Police for the post of Deputy Inspector General.
Stating that NIC might take decision against him for denying information regarding the Cabinet decision on promotion and internal marks, Rana filed the petition stating that he did not act against the demand of SSP Purna Singh Khadka who was also an aspirant and it was the Cabinet that did not promote him.
Responding to a petition filed by Khadka, Police Headquarters declined to provide internal marks on January 12, the NIC had sought clarification from Rana as to why information was not provided. The Cabinet had declined Khadka’s promotion on December 19, last year.
Stating that matters relating to promotion and internal markings were secret matters, Rana moved the apex court challenging the NIC decision to seek clarification from him.
Inspector Hom Bahadur Parajuli, who holds Rana’s power of attorney, filed the petition today. Rana said he had not done anything against Section 3 of the Right to Information Act, 2007. He also said as
the promotion issue is
subjudice and all details have been submitted
to the court, there was
no need to give information to Khadka.
